Program content

The media, taxpayers, and governance bodies seek accountability for funds spent, people served, and deliverables achieved. They look for results in terms of the organization's missions being accomplished. As a result, pressures on governments around the world are forcing them to adopt "performance management"—a focus on outputs and outcomes.
Governments always face conflicting trade-off decisions, such as raising service levels but subject to budget constraints. Reliable cost data is essential for decisions. There is increasing pressure to "do more with less." But most public sector agencies do not understand which parts of their organizations produce more or less value relative to their costs, or they have flawed and misleading costing methods. In short, they do not understand their costs, suffer from distorted cost reporting, and have little transparency of what comprises their costs.
