Performance management is still a very hot topic for public sector organizations. For some teams it has been a bumpy road, however, more and more organizations are seeing success with a variety of solutions including the balanced scorecard.
In a perfect world, your organization's mission, strategic goals, objectives, and processes are all in alignment. In the real world, however, this cascading alignment doesn't always happen and there can often be a gap between where you are and where you need to be to achieve your mission.
Such was the case with the Naval Undersea Warfare Center Division (NUWC). In 1996 this organization began a "Journey of Change" to become a customer-driven performance management organization. Their case study Managing Change Through an Aligned and Cascading Balanced Scorecard discusses how they developed a customer-driven organization and the evolution, implementation, and results they derived from their balanced scorecard. NUWC " ... has used the scorecard to define a roadmap for future change and to redefine relationships that are key to organizational success."
